Modules that allow agencies to manage reports they receive from recipients on human subjects and clinical trials; reports they receive from institutions on any financial conflicts of interest involving their principal investigators; and reports required from recipients to close out a grant.
The HSS system is a shared system that enables grant recipients to electronically report and update their data on human subjects and clinical trials to NIH; and for NIH agency staff to monitor and manage the data for compliance.
eRA Module: Financial Conflict of Interest (FCOI)The FCOI Module allows institutional users to manage the Financial Conflict of Interest (FCOI) reporting process for their institution, by reporting the existence of identified FCOIs to the awarding agency as required by the FCOI regulation, as it pertains to grants and cooperative agreements (42 CFR Part 50 Subpart F). The internal Financial Conflict of Interest (FCOI) module is used by grants management and program staff for managing the receipt and review of these FCOI reports from institutions.
eRA Module: Grant Closeout (GC)The Grant Closeout (GC) module is used by agency staff to close grants and to track and monitor the status of the close-out process. It interfaces with the eRA Commons where recipients can electronically complete and submit their grant close-out documents. Agency staff use GC to record and process the information necessary to close out a grant.
eRA Module: Animal Assurance Record Management System (AARMS)The Animal Assurance Record Management System (AARMS) module allows the NIH Office of Laboratory Animal Welfare (OLAW) to manage Animal Welfare Assurance (Assurance) records it receives from grant and contract applicants, including animal assurance records and related correspondence, annual reports, and notifications. Institutions must have an Animal Welfare Assurance to receive Public Health Service (PHS) funding for research involving animals or funding from entities that have an agreement with OLAW such as NSF or NASA. The module provides staff the ability to create an assurance record, search for an assurance record, send correspondence and notifications to assured institutions and approve, renew, reactivate, inactivate, and archive assurance records.
xTrain is a module that allows program directors/principal investigators, university administrators, and trainees to electronically prepare and submit PHS 2271 Statement of Appointment Forms and PHS 416-7 Termination Notices associated with institutional research training grants, institutional career development awards, individual fellowships, and research education awards. Agency staff also use xTrain to review and process the appointments and termination notices that are submitted electronically.
eRA Module: Institutional Profile (IPF)The Institution Profile File (IPF) is a module used to maintain institutional profiles of organizations involved in research projects that are external to NIH. Following the creation of an Institutional account in eRA Commons, the IPF is populated with the organizational information from registration and assigned a unique IPF number, which officially identifies and associates institutional information within the NIH-wide database.
eRA Module: Paperwork Reduction Act Clearance System (PRACS)The Paperwork Reduction Act Clearance System (PRACS) is a system that allows for electronic submission, approval and tracking of NIH documents designed to collect public information that require clearance from the Office of Management and Budget (OMB).
eRA Module: Manage Agency DataThe Manage Agency Data application allows HHS operating divisions — the Substance Abuse and Mental Health Services Administration (SAMHSA), Centers for Disease Control and Prevention (CDC), Agency for Healthcare Research and Quality (AHRQ), and Food and Drug Administration (FDA) — and the Department of Veterans Affairs (VA), to manage certain data in IMPAC II. These agencies can add, modify, and retrieve Common Accounting Number (CAN) and award authorization data owned by their agencies.
eRA Module: Contract and IAA Management SystemThe Contract and IAA Management System (CIMS) is used for the mandatory reporting of data related to Research & Development (R&D) extramural contracts and Inter/Intra-Agency Agreements (IAA) not stored in IMPAC II. Data is retrieved from existing NIH contract related systems such as NBS, nVision/Data Warehouse, and DCIS.
