Terms and Conditions for SAMHSA

What is the purpose?

The Terms and Conditions module (TCM) enables an organization to define and manage the terms and conditions that can be applied to the grants it administers. These terms include the legal requirements imposed on the grant by the administering agency, whether based on statute, regulation, policy, or other document referenced in the grant award, or specified by the grant award document itself. The Notice of Award (NoA) may include both standard and special conditions that are considered necessary to attain the grant's objectives, facilitate post-award administration of the grant, conserve grant funds, or otherwise protect the federal government's interests. When a grant is awarded, the award attachment is printed within the Terms and Conditions section of the NoA. 

What are the features?

TCM provides the catalog manager the following capabilities to manage the catalog: 

  • Create, edit, copy, activate, deactivate, and delete one or more terms and conditions in the terms catalog.
  • Establish associated attributes for each term and condition including IC, Grant Programs (PCC), Terms and Conditions Section, Fiscal Year, Funding Opportunity Announcement, and Award Type.

It also allows the grants management staff the ability to apply terms and conditions from the centralized catalog to an individual award:

  • Access the catalog to find and select terms and conditions that are to be applied to an award.
  • Manage the ordering of terms and conditions within each standard section.
  • Modify the content and format of individual terms and conditions so that it is tailored to the specific award.

The added terms and conditions will be included in Section IV of the NoA.

What are the benefits?

TCM allows users to easily and efficiently create a centralized catalog of terms and conditions and apply them to individual grants. The module also facilitates tailoring terms and conditions to specific awards. 

Who can use TCM?

Currently, TCM is solely used by SAMHSA. ICs designated by SAMHSA as catalog managers and grants management staff can access the module to create and manage the terms and conditions for all grants administered.
