Early Concurrence Panels screen

The Early Concurrence screen allows you to create and maintain early concurrence panels. A card containing details is displayed for each early concurrence panel.

Selecting a council round

The Council Rounds drop-down at the top of the screen limits the page to the selected council round. Although it defaults to the current council round, you may select previous and next rounds.

NOTE: If you select a previous council round, the screen content will be read-only.

Council rounds roll over on the following dates:

NOTE: Early Concurrence panels are copied into the council round on the rollover date, including the panel attributes and active council members.

Toggling voting on and off for an early concurrence panel

The early concurrence panel cards contain a quick toggle to open and close voting for that panel.

1. Slide the toggle to the right to open voting. The green check mark indicates that voting is open.

Viewing an existing early concurrence panel's details

1. Click the Early Concurrence tab in the ECB toolbar at the top of the screen. All early concurrence panels for the current council round are listed.
2. Click the three-dot ellipsis button vertical three-dot ellipsis button in the title bar of the early concurrence panel and select View Details. The Early Concurrence Panel Details screen is displayed. Refer to the Early Concurrence Panel Details screen topic for information about the screen.

Adding members to an early concurrence panel

1. Click the Early Concurrence tab in the ECB toolbar at the top of the screen. All early concurrence panels for the current council round are listed.
2. Click the three-dot ellipsis button vertical three-dot ellipsis button in the title bar of the early concurrence panel and select Add Members. The Add Members to screen is displayed. Refer to the Adding Panel Members topic for instructions.
3. If you wish to remove panel members, refer to the Removing Panel Members topic for instructions.

Adding projects to an early concurrence panel

1. Click the Early Concurrence tab in the ECB toolbar at the top of the screen. All early concurrence panels for the current council round are listed.
2. Click the three-dot ellipsis button vertical three-dot ellipsis button in the title bar of the early concurrence panel and select Add Projects. The Add Projects to screen is displayed. Refer to the Adding Projects to a Panel topic for instructions.
3. If you wish to remove panel projects, refer to the Removing Projects from a Panel topic for instructions.

Editing an early concurrence panel's attributes

1. Click the Early Concurrence tab in the ECB toolbar at the top of the screen. All early concurrence panels for the current council round are listed.
2. Click the three-dot ellipsis button Actions button in the title bar of the early concurrence panel and select Edit Panel Attributes. The Early Concurrence Details screen is displayed. Refer to the Editing an early concurrence panel's details topic for instructions.

Creating a new early concurrence panel

You may only create new panels for the current council round, although panels are visible for previous rounds.

1. If necessary, select the current council round from the Council Rounds drop-down in the upper-right corner of the screen.
2. Click the Add New Panel button in the upper-right corner of the screen. The Panel Details screen is displayed.

3. If a previous panel contained similar attributes to the panel you wish to create, click the Copy Panel Attributes drop-down in the upper-right corner of the screen and select the appropriate panel. The previous panel's attributes are displayed on the screen and can be edited.
4. Complete the following required fields:
a. Full Name: Enter a name for the new panel
b. Close Voting: Click the drop-down and select Automatic (closes at 11:59 pm on the specified date) or Manual (must be closed by hand).
c. Polling start date: click the Calendar icon Calendar icon and select a start date for the polling period. Polling will open at 12:00 am on that date. The date cannot be in the past.
d. Polling end date: click the Calendar iconCalendar icon and select an end date for the polling period. If Close Voting is set to Automatic, polling will end at 11:59 pm on that date.
5. Complete the following optional fields if desired:
a. Results: Click the drop-down and select "Yes" Votes or "No" Votes.
b. Threshold: Click the drop-down and select the desired vote threshold.
c. Auto Deferral: Click the drop-down and select the appropriate option.
6. Select the appropriate checkboxes:
a. Comments Allowed: if checked, panel members can enter comments along with their vote.
b. Tally Visible to Voters: if checked, panel members will be able to view the vote tally.
c. Show Comments to Other Voters: if checked, panel members can view the comments of other members.
d. Allow Application Image: If checked, the E-application link will be available as a document for council members.
7. Click the Save button. The panel is created and the Panel Details screen is displayed.

Deleting an early concurrence panel

You may only delete panels before voting opens.

1. Click the Early Concurrence tab in the ECB toolbar at the top of the screen. All early concurrence panels for the current council round are listed.
2. Click the three-dot ellipsis button vertical three-dot ellipsis button in the title bar of the early concurrence panel and select Delete Panel. A confirmation message is displayed.
3. Click the Yes button. The panel is deleted.
